The start-date toggle lets you decide whether the first date can count as day one when it is a valid business day.
When public holidays are enabled, the page lists the holidays that were removed from the calculation.
A fixed holiday can be observed on a nearby weekday when it falls on a weekend. That is why observed holidays matter for business-day math.
